Alternately, combine these ingredients in a microwave-safe boil, stir, and microwave for 3.5 minutes. Fluff with a fork either way and set aside to cool a bit.
Drain the beans and corn. Dice the bell pepper and tomatoes (if using fresh tomatoes instead of canned). Slice the green onions.
Stir the remaining ingredients together and then fold in the couscous when it has cooled slightly.
